Whim

Not all potential will be realized.  Too much time goes by too quickly.  Until quantum technology figures it out, being in two places at once is out of the question, forcing priorities to dictate decisions that affect the realization of potential.

Priority often gets assigned without enough consideration, due to the constraints of time and known physics.  The best might be missed and potential lost.  Priorities are forced to be set on whim.

Whim wins when working with little time to explore possibilities.  When whim wins, potential is both lost and won.  If whim didn't decide, resulting in a failure to make a decision, all potential might be lost.
